There’s a pattern that shows up on teams across almost every industry. As the release date gets closer, the pace of decisions accelerates, the communication gets louder, and everyone starts working around the clock to get things across the finish line. And then, after all of that effort, something still doesn’t work the way it was supposed to.
If that sounds familiar, you’re not dealing with a people problem. You’re dealing with a systems problem – specifically, the way work accumulates and gets released.
Continuous Delivery and DevOps exist to solve exactly that. But beyond the technical definitions (which I cover in the video), there’s a deeper set of ideas here that are worth unpacking for project managers. This post goes a layer further than the video: why the scramble happens, what the data says about it, and how to start changing the pattern on your team.
The Real Cost of the Release Scramble
Most teams feel the release scramble, but they rarely measure it. When you start putting numbers to it, the picture becomes pretty clear.
Research from DORA (DevOps Research and Assessment), which has been tracking software delivery performance for over a decade, consistently shows that high-performing teams deploy code far more frequently and recover from failures significantly faster than low performers. The gap isn’t marginal. We’re talking about elite teams deploying multiple times per day versus lower performers deploying once a month or less – and recovering from incidents in under an hour versus days or weeks.
That gap is almost entirely explained by how work is batched and released.
Here’s why large batch releases create so much chaos:
- More changes mean more interaction effects. When ten things go out at once, a problem with one is harder to isolate than when one thing goes out at a time.
- Risk accumulates invisibly. Every day a change sits in a queue without being validated is a day you don’t know if it actually works.
- Pressure degrades decision quality. When something breaks on release day and the deadline is already on top of you, you make faster decisions with less information.
The release scramble isn’t a sign that your team isn’t working hard enough. It’s a sign that risk is being deferred rather than managed.
Shift Left: Catching Problems Before They’re Expensive
One of the most useful concepts in both Continuous Delivery and DevOps culture is something called “shift left.” The idea is simple: the earlier in the process you find a problem, the cheaper it is to fix.
In software, a bug caught by an automated test before code is merged costs almost nothing to fix. The same bug caught in production after a release can mean hours of incident response, rollback procedures, customer impact, and leadership scrutiny.
For project managers, “shifting left” means rethinking where quality checks and reviews happen. If your process puts all of the validation at the end – right before the deadline – you’ve built a system that guarantees last-minute chaos.
Some practical ways to shift left on any team:
- Move stakeholder review earlier. If your stakeholders are only seeing work for the first time at the final review, you’ve waited too long. Pull them in during development, not after.
- Define acceptance criteria before work starts. The Definition of Ready and Definition of Done that I mention in the video aren’t just administrative exercises. They’re how you catch misalignment before it becomes expensive rework.
- Build review into the sprint, not after it. If your sprint ends and you then start a separate review phase, you’re batching. Integrate reviews throughout.
Blameless Post-Mortems: The Culture That Makes This Work
Here’s something that often gets left out of the DevOps conversation: none of the technical practices work if the culture isn’t right.
High-performing DevOps teams conduct what are called blameless post-mortems. When something goes wrong (and it will) the team comes together to understand what happened, not who caused it. The goal is to find the systemic factors that allowed the failure: unclear processes, missing automation, gaps in monitoring, or failed handoffs.
This matters for project managers because the instinct in most organizations is the opposite. When a release fails, people look for accountability. And when people feel like they’ll be blamed for surfacing problems, they stop surfacing them. Which means problems grow until they’re impossible to ignore.
Blameless post-mortems create psychological safety around failure, which encourages teams to surface small problems before they become big ones. That’s directly connected to the continuous feedback loop that makes Continuous Delivery possible.
If you want to try this on your team, start small. After your next sprint retrospective, explicitly frame the conversation around “what in our process contributed to this?” rather than “who dropped the ball?” The difference in what you hear back will tell you a lot.
What a Deployment Pipeline Looks Like for Non-Technical Teams
In the video, I explain that CD pipelines use source control tools like GitHub or GitLab to manage changes, run automated tests, and stage work for release. If you’re not in a technical environment, here’s how to think about the equivalent.
A deployment pipeline for a non-technical team is any system that moves work through a repeatable, validated sequence before it reaches the end user or stakeholder. The key word is “repeatable.” If your process relies on someone remembering all the steps, you don’t have a pipeline — you have a checklist that may or may not get used.
Think about how your team currently handles something like a report, a campaign, a policy document, or a client deliverable. Most teams have a version that looks like this:
- Someone creates it
- Someone else reviews it (sometimes)
- Someone sends it out
A pipeline version of that same process would include: automated notifications when a draft is ready for review, a shared definition of what “ready for review” and “approved” actually mean, a version history so you can always find the previous state, and a consistent handoff from one stage to the next.
None of that requires coding. It just requires intentional process design.
DORA Metrics: Four Numbers Every PM Should Know
If you want a simple way to measure delivery health on your team, the DORA research gives us four metrics that apply well beyond software:

You don’t need a DevOps toolchain to track these. A simple spreadsheet will do. The value is in measuring the trend over time, not getting a perfect number on day one.
Making the Case to Leadership
One of the challenges project managers face when trying to introduce Continuous Delivery principles is that they can sound like extra work. More automation setup, more process definition, more checkpoints. It’s worth knowing how to frame this for a leadership audience.
The case isn’t “let’s do DevOps.” The case is “let’s reduce release risk and recover faster when things go wrong.”
Most leaders understand risk. They’re less comfortable with the idea that adding more frequent releases is actually lower risk than less frequent ones — it runs counter to intuition. The way to make the argument concrete is to walk through the last failed release and trace back where the problem was introduced versus where it was discovered. Almost always, there’s a significant gap between those two points. That gap is your argument.
Where to Start This Week
Beyond the three actions in the video (automating repetitive tasks, creating a Definition of Ready and Done, building faster feedback loops), here are two more if you’re ready to go further.
- Do a handoff audit. Map every point in your current project where work crosses from one person or team to another. Note what information travels with it, what gets lost, and where work tends to stall. Those handoff points are your highest-risk zones and the most impactful places to invest in process improvement.
- Run one blameless retrospective. Frame the next retro entirely around systemic factors. Remove individual accountability language. See what the team surfaces when they know they won’t be blamed for it. Then bring that learning into your process design.
The Bigger Picture
Continuous Delivery and DevOps started in software, but the problems they address – siloed teams, batched work, late-stage validation, slow feedback – exist everywhere. What makes these frameworks valuable for project managers is that they force you to think about your delivery system, not just your delivery schedule.
A schedule tells you when things are supposed to happen. A system is what actually determines whether they do.
